Government and Ruling of Johor
His Royal Highness the Sultan of Johor is the constitutional head of the State. Under the State constitution, legislative power is vested in the State legislative assembly. There are 36 elected member of the assembly chaired by the Speaker. The assembly elects 10 of its members to the Executive Council (EXCO). The EXCO holds executive responsibilities and is the highest decision making body for the State Government policies.
Chief Minister/Menteri Besar
The Menteri Besar who heads the EXCO is the head of the State Government. He chairs the Natural Resources, Administration, Finance Committees. Other committees, each chaired by an EXCO member, are Religious Affairs, Housing and Local Government, Public Works and Utilities, Culture, Youth and Sports, Tourism and Environment, Agricultural and Rural Development, Social Development and Welfare and Science, Technology and Human Resources.
The State Secretary
The State Secretary heads the State Government administration. He is also an ex-officio member of the EXCO, together with the State Legal Officer and the State Financial Officer. The State Secretary is assisted by two deputies in the running the state administration. The State Secretariat is the nucleus of the State Government Administration. It provides administrative support to the implementation of decision and policies of the State EXCO and the legislative assembly.
The State of Johor has eight districts: Batu Pahat, Muar, Johor Bahru, Kluang, Kota Tinggi, Pontian, Mersing and Segamat. The administration of the districts falls under the jurisdiction of the district officers (DO). Unlike most other states, however, the district office does not oversee land matters. Land matters are administered by the district land office. Each district is further divided into mukims, and the penghulus are appointed to represent the district officer in its daily administration.
